Summary The purpose of this position is to supervise and direct the operation, management, and maintenance of the Neosho Municipal Golf Course in its entirety.
Supervision Received and Exercised Reports to the City Manager. Exercises supervision over all full-time, part-time, and seasonal employees of the golf course.
General Essential Duties & Responsibilities:
Important responsibilities and duties may include, but are not limited to, the following:
Knowledge and experience to operate and maintain an 18 (eighteen) hole municipal golf course, practice range, golf cart fleet, a reputable pro shop and concessions operations stocked with sufficient inventory.
Supervise, direct, train and maintain a staff of professional employees to perform all duties and meet all requirements for the golf course maintenance, sales, rentals, and services that are in the opinion of the city necessary for a first-class municipal golf course operation.
Plan, coordinate and supervise all course maintenance and capital improvement projects, included but not limited to seeding, fertilizing and chemical applications, mowing, weed eating, tree trimming, maintenance of all flower beds, club house and parking lots, cart paths, all equipment maintenance, and irrigation system of entire golf course grounds.
Project the needs for equipment, materials, and supplies. Assist in the preparation of specifications, estimates and bids for machinery, equipment, golf course maintenance and contractor services.
Maintain and manage the tee time reservation system that will optimize the use of the golf course.
Actively promote special events and tournaments.
Respond to all requests and complaints regarding all operations and maintenance of the golf course and conduct of personnel and patrons.
Initiate and implement all safety regulations and procedures of the City of Neosho.
Maintain working relationships and communication with City personnel and the Golf Course Board members. This will include attendance of all Golf Course Board meetings and participation with essential City personnel including but not limited to the City Manager, City Finance Director, City Clerk and Development Services Director.
Daily remittances to City Hall of City revenues generated at the golf course.
Provide monthly reports to the Finance Director setting forth the statistical and financial activity of the golf course and physical inventories of concessions and pro shop.
Assist in the preparation of the annual operating, maintenance and capital budgets for the City Council review and approval and administer said budget in a fiscally responsible manner.
Performs other duties as assigned.
Knowledge of:
Health Department codes and regulations.
Golf rules and regulations.
Liquor laws and regulations.
Staffing requirements and abilities for effective and efficient operations of the golf course.
General management responsibilities for planning, staffing, coordinating, reporting and budgeting.
Personnel management policies, procedures, and their applications.
Methods, techniques, materials, equipment, and safety precautions used in planning, maintaining operating an 18 (eighteen) hole municipal golf course, practice range, golf cart fleet, a reputable pro shop and concessions operations.
Proper maintenance of the golf course including seeding, fertilizing and chemical applications to ensure the stability and beauty of the course.
Budget preparation and management.
Equipment inventory and maintenance.
Employee timekeeping.
Represents the City at various professional and public meetings.
Ensures adherence to established safety standards/procedures throughout the department.
Ability to:
Uphold staffing requirements for effective business operations of the golf course.
Conduct research about Health Department regulations.
Work alone without direct supervision.
Establish and maintain effective working relationships with fellow employees and the general public.
Follow all safety rules and regulations.
Coordinate multiple and complex goals simultaneously.
Delegate authority and responsibility.
Prepare and communicate accurate monthly revenue and expense reports.
Inspect golf course and facilities and recommend necessary changes.
Familiarity with proper promotion tools to promote the golf course.
Make decisions on procedural and technical levels involving work of all subordinates.
Review, prioritize, and/or analyze data and/or information.
Establish and maintain effective working relationships with the City Manager, City Clerk, other department heads, subordinates, and the general public.
Communicate clearly and concisely, both orally and in writing.
Demonstrate excellent work ethic and integrity.

Must have a valid Driver’s License.
Will be subject to background investigation.
Must successfully complete pre-employment substance abuse testing and general physical.
Will be subject to random substance abuse testing.
Education and/or Experience
High school diploma or equivalent required. Three to five years of management experience in the field of golf course management and/or certifications or credentials in related fields preferred.
Language Skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

hysical Demands
Position may include walking, standing, bending, or crouching for extended periods of time. Employees must possess the ability to lift, carry, push, and pull materials and objects of various weight, with the use of proper equipment.
Work Environment
Work is performed in both office and exterior environments amid normal conditions of dust, odors, fumes, noises, precipitation, and extreme temperatures.
Training:
Continually participate in additional training related to job as requested.
Ability to apply new techniques of staff training, knowledge of human behavior and behavior modification.
